What fixed my problem:

Edit (via notepad) the UT2004.ini file on UT2004 installation folder. It have to be somepoint prefer this:

...steamappscommonUnactual Tournament 2004SystemUT2004.ini

Uncomment the adhering to line by rerelocating the ; character.
